In order to actively implement the "Made in China-2025" and "Hunan Manufacturing Enhancing the Province" strategy, vigorously develop and cultivate three key industries of new materials, new energy and electronic information in strategic emerging industries, accelerate the incubation function of the park, advance the new special ceramics industry to improve quality and efficiency, build a regional characteristic industry service system, form a comprehensive pattern of "Industrial chain, Technology chain, Service chain", National Electronic Ceramic Product Quality Supervision and Inspection Center, Hunan Xinhua Economic Development Zone Management Committee and Hunan Zhongke Special Ceramics Technology Development Co., Ltd., adhering the principles of fairness, justice, service industry and complementary advantages, jointly established “Hunan Xinhua Fine (Electronic) Ceramic Technology R&D and Testing Center”.

(1) Function positioning and construction content

Under the leadership of Xinhua Development Zone and with the assistance of National Inspection Center, Hunan Zhongke Special Ceramic Company built a 1000 square meters of fine (electronic) ceramic R&D pilot center, 500 square meters of testing center and 500 square meters of comprehensive management training center with a total construction area of about 2,000 square meters in Xinhua Special Ceramics Industrial Park, purchased thermal conductivity tester, rapid temperature heating furnace, laser particle size analyzer, thermal expansion coefficient tester and other research, development, testing equipments, constructed supporting ancillary facilities, and the overall ceramic material R&D and testing capabilities including the test R&D and routine testing for key processes such as batching, molding and sintering of advanced ceramic products. The R&D and testing capabilities of ceramic materials fully meet the needs of product innovation, upgrading and testing of the park and the county's special ceramics enterprises.

(II) Central operation mechanism and objectives

The center will conduct subject research under the guidance of Professor Liu Qicheng, senior expert of Department of Inorganic Materials and Science and Technology. Under the planning of Director He Hengping of National Inspection Center, the center will conduct product development and testing services for the park enterprises for free for the first three years, and build a group of scientific and technological innovation R & D team with core competitiveness, and form 5-10 key common technological achievements that lead the development of the industry in the three years. At the same time, through innovative construction mode and operation mechanism, we will focus on strengthening the detection of scientific and technological achievements in the process of industrialization transformation and the construction of pilot test platform, promoting the industrialization of technological achievements, and building the center into a research, production, testing, and education training four-in-one fine (electronic) ceramic industry service center. The center will help and support Xinhua Economic Development Zone to build a state-level fine (electronic) ceramic industrial park and a national fine ceramic production base.
